一、绿色电力电子产业

现在有人提出“绿色电力电子产业”的概念,这是基于电力电子技术的“节能、高效”特征早在20 世纪50 年代末期,有了以硅为基片做成大功率半导体器件并成功替代“汞弧整器”应用在电力电子装置后,电力电子技术的“节能、高效”特征逐渐显露头角。随着电力电子产品应用领域的不断扩展,人们逐渐认识到它的巨大作用。尤其目前已进入“后石油时代”,“节能、环保”的观念已深入人心,这就为电力电子产业提供了一个难得的表现舞台。

 

二、核心竞争力

核心竞争力是指企业在市场竞争中所拥有独特的获取利润、谋求生存、持续发展的能力。

核心技术是指某业界或某领域同类产品在市场竞争中起最关键作用的一种或多种技术。

 

核心技术是核心竞争力的最重要的组成部分,拥有自主知识产权的核心技术是强国之道。历史告诉我们,提高国家竞争力,核心是增强科技竞争力,拥有自主知识产权的核心技术是突破结构不合理和增长方式粗放等国民经济重大瓶颈的必然战略选择。拥有自主知识产权的核心技术是破解关键技术受制于人的战略安排。与美国、日本等发达国家5% 左右的对外技术依存度相比,我国对外技术依存度在50%以上。对企业来讲,没有核心技术和产品就不可能有大发展,就不可能持续地良性发展。有人说,“60年代看成本、70 年代讲质量、80 年代强调产品投入市场的速度、90 年代突出服务,21 世纪比核心竞争力”。持续技术创新是培育企业核心竞争力的决定性因素,而建立适合知识型员工的人力资源治理模式是培育企业核心技术竞争力的内部保障。在电力电子产业中,许多产品中的核心技术或部件均依赖国外,如重大装备和重大系统的集成技术或核心控制程序、DSP 芯片、大功率IGBT 芯片、电源管理芯片等。现在大家比 较关注IGBT 了,认为它是电力电子新产品的核心器件,但是毕竟它已有二十多年的历史了,那么我们是不是应该想一想代替IGBT 的器件是什么呢?另外,我们只关注主电路的关键器件,控制中的关键器件虽然用它,但一般是在电力电子工作者的视野之外,没有做促进国内发展的任何举动。将功率器件和控制电路融为一体的电源管理芯片和类似产品发展迅猛,而我国仍然处在初始阶段,与先进水平的差距在近年逐步拉大。我们应该清醒地看到,这是现代电力电子技术发展的方向,因为一体化、模块化、标准化是电力电子装置永恒的创新目标。

 

三、“产、学、研”结合与“技术产业联盟”

企业不仅要注重核心技术,更要重视技术的适用性,其理念是满足市场需求。这两个方面的互补和互动,实现了从创新到应用的全过程。这个过程其最佳实施方式是“产、学、研”的紧密结合。我们要建设“以企业为主体,市场为导向,产、学、研结合的技术创新体系”。科研机构和大学要在科学创新中扮主角,在技术创新中则应要甘当配角,为企业服务,不要在市场中充当企业的“替身”。美国斯坦福大学对硅谷的贡献举世闻名,但它从不直接经商办企业,而是以先进的创新理念传播和培育优秀人才去促进硅谷的繁荣。由企业的自身创新到产、学、研互动创新,已经成为技术创新的普遍趋势。

产、学、研结合已成为我国技术创新组织形式的基本模式。在电力电子行业,这一现象比较普遍,尽管出现了这样的良好发展态势,但仍然存在一些深层次的问题和障碍,这些问题和障碍制约着产、学、研结合向广度和深度方向发展,如产、学、研各方对彼此的定位和分工认识不清,产、学、研结合的利益保障机制不够健全,政府对产、学、研结合的引导作用发挥不够等。进入21世纪,世界产业技术发展模式发生了巨大变化,引发了产业竞争格局的重新“洗牌”,当今世界知名企业,无不推崇“产业技术联盟”,使之成为新时代的重要竞争手段,也称之为“20 世纪末最重要的组织创新”。我国早在2002 年一些企业已开始创建产业联盟,但是,我国产业联盟的合作层次普遍较低,一般还停留在共同开发市场阶段,以生产联盟和营销联盟为主,并且很多联盟通过行政力量建立,整体效率不高,因此其成员企业分享的利益也有限。

目前国内开始筹组“电力电子产业联盟” 或“电力电子产业技术联盟”。西安已成立了“西安地区电力电子产业联盟” ;全国正在筹备“电力电子技术产业联盟”。这是我国电力电子产业内部走向合作的一个征兆。虽然联盟内部存在着企业间的竞争,但在行业标准、基础和共性技术共享,新产品发展动向、信息交流等诸多方面仍然存在着合作的基础。

 

四、市场引导和引导市场

产品与市场是一对相生相伴的产物,是企业生存发展的两大支柱。前面说到,我国的电力电子产品,在技术上主要还是西方跨国公司引导,也就是技术引导和产品引导,那么市场引导呢?在最近十余年,我国的市场引导在逐渐地发挥作用,三峡工程就是典型的一例。三峡工程导致我国在重大装备的多项突破,不但有工程本身的巨大作用,它还对促进技术进步和技术创新起到了很好的引导作用。目前我国开展的特高压输电、高速列车、大飞机、新能源等重大工程或重大设备都对先进技术和产品起到了市场引导的作用。但从电力电子产业和企业来讲,我们要讲引导市场。当一个产业能够做到用产品来引领市场,就可以说这个产业基本强大了,这也是产业发展的最高阶段。我国的电力电子产业从目前的现状来看还做不到引导市场,除极个别产品外,就是在未来的十年内,还看不到这种情景。也就是说,目前我国的电力电子产品在满足市场需求方面还有相当的差距,但是引导市场是电力电子产业要追求的目标。

五、基础技术和共性技术

基础技术研究在科技发展中的重要地位和作用已经得到越来越多人的认可。解决国家重大需求的基础研究,具有明确的应用背景,通常需要通过大规模的研究计划,组织不同领域的科学家来共同完成。这种基础技术研究在我国一般受到重视,科技部的“863 计划”、“973 计划”和自然科学基金就属于这一类。电力电子新产品的前期技术开发也得到了这样的支持。但总的来看,这些计划的实施对电力电子新产品的促进是非常有限的,对项目的支持还不能做到持续,一次性支持较多,且力度不大。有些产品的基础性研究要持续五年、十年甚至更长。这类原始创新的研究国家一般难以支持,企业和大学也没有“耐心”。而“里程碑”式的产品就是这样诞生的,因此说原始创新成本高就是这个道理。从我国现在是“发展中国家”这个阶段来说,不做这样的事情似乎有道理。但从我国“跨越式”发展的角度来看,我们应该关注这样的事情了。在电力电子方面来说,碳化硅器件、大功率高频电力电子器件理论就属于这一类。“共性技术”是一种能应用到大范围的产品或工艺中的概念、部件、工艺或科学。“产业共性技术”是指在很多领域内已经或未来可能被普遍应用,其研发成果可共享并对整个产业或多个产业及其企业产生深度影响的技术。产业共性技术有基础性、开放性、外部性、关联性四个特点。产业共性技术一般应以政府为主导进行,但“产、学、研”或“官、产、学、研”的模式也是一种研发产业共性技术的方式。产业共性技术研究要有一个平台,目前也有一些“产、学、研”模式在做一些事情,科技部组织的“十一五”国家科技支撑计划重点项目“电力电子关键器件及重大装备研制”就是一个例子。

 

六、优化产业结构

优化产业结构就是要产业结构合理化,目前电力电子产业主要是在市场条件下的优胜劣汰,自然调整。电力电子产业对国家来说,是很小的一块。因此,对电力电子产业的优化和调整政府可能涉及不到。目前我国电力电子产业有两个不好的特点是低水平产品的重复(产能过剩)和高技术产品的稀少,当然这也是我国许多行业的特点。容易做的产品大家都去做,不好做的高技术产品,风险大,做的人少。如何引导电力电子产业和谐发展,产业架构能在一定时期保持动态均衡发展是我们要关注的问题之一。建议做好以下几点:

(1)做好引导工作。引导企业开发和生产特色产品,而不是只做来钱快的产品。企业没有

特色产品,难以持久和获得可观的利润。

(2)共性技术的提供渠道。小企业和新成立的企业,没有过多的资金开发技术难度较大的

产品。因此降低获得技术的门槛,就能使这些企业降低开发新产品的成本。那么由政府或行业提供资金在上面说的产业共性技术研究平台的成果就提供了这样一个通道。
